Resumen:
This presentation discusses a comparative study of security policies involving crime control in Argentina and Chile since the transition to democracy. I analyze the effects of the modality of transition in the structuring of struggles around police and court policies and in the ways in which the responses to the emergent problem of crime are defined in both case. The comparison show that the transition through pact led to strong struggles around police and courts in Chile, leading in turn to these elements becoming central within citizen security policies. In Argentina, the weak struggles around control of penal bureaucracies led to security policies consisting mainly in police policies.
