Education and distribution of social expenditures: evaluation of social debt an alternatives for their attention.

This paper’s main point will be to evaluate the educational social debt regarding infants, young and adult population defined according to parameters of quality of knowledge, level of schooling and situation of exclusion from education and work, specifically in adolescents and youth. The proposal is to design quantitative and qualitative indicators, if necessary, to determine the size of the educational social debt: that is results of quality in tests for system assistants, schooling years of the attended population, schooling years of the population expelled from the system due to levels of income, volume of the double -educational and working- exclusion, placement regarding territorial location, identification of deprived areas.
