There has been a marked contradiction since the past decades between the traditional vision of cultural policies as a way of promoting citizen access and diversity and a new orientation, which has expanded since the 1980?s, where culture is seen as a cultural good with great economic potential. Since the ?Uruguay Round? (1986-1994) of the WTO, cultural goods and services have become part of this organization?s agenda. This is a landmark in the relationship between culture/communication and the market. Ever since, the criteria that structure the regulation of the cultural sector end up assuming an economic trait ? although with some restrictions - weakening the perspective based on the protection of freedom of expression, access to culture and informative pluralism.
