By the end of the 1950s, the issue of the professionalization of Public Administration in Argentina started gaining importance at the same time that several international organizations began to promote administration reforms during the post- Second World War period. There was a need to improve the ?phase of government which consists in the cooperative order of people by means of planning, organizing, educating and managing their behavior to comply with the political systems?, which was a fundamental tool to promote social and economic development of third world countries. In this context, the Institute of National Foreign Service (ISEN for its Spanish acronym) was born and started taking its first uncertain steps. It was in this organization where ?career diplomats? were trained so they could later take up positions as international representatives of the Argentine government abroad. ISEN was created in 1963, and immediately faced institutional instability due to the military coup d?etat of 1966, which weakened the norms that would be constantly modified according to the Administration in office?s needs.
