Nowadays, cash transfer policies despite their "good intentions and bad outcomes", to quote the title of Santiago Levy?s book, the main architect of the MexicanProgresa program, become permanent. Their their global reach havesurpassed the human capital accumulation objective to transform cash transferprograms into a quasi-human right. Nowadays, more than 150 countries haveimplemented cash transfer programs for overcoming poverty through human capitalaccumulation. Today and in many countries, regular transfers of cash constitutea right to envision a new kind of humankind. Far from the notion of labor, cashtransfers support the idea that human life can improved if it can be consideredas a reservoir of human capital.
