Resumen:
This is the ninth regional research meeting of the Latin American Housing Project: The Rehabilitation of Consolidated Irregular Settlements in Latin American Cities: Towards a ‘Third Generation’ of Public Policy Analysis and Development. It is the first meeting to specifically explore the policy implications of the nine country (thirteen-city) study that has been underway by Latin American researchers since 2007, anchored here at UT-Austin. The meeting is designed to offer an opportunity for researchers from several Latin American countries to think creatively about policy approaches that will promote urban regeneration and housing rehab of now often deteriorated working class. Four policy realms will be addressed: 1) Physical design and sustainable rehab and retrofitting of individual lots and homes; 2) Social development and community mobilization for equitable housing regeneration; 3) Legal and regulatory policies for effective rehab; and 4) Financing incentives and polices. Drawing upon best practices and policy experiences analyzed from Europe, North and South America, graduate students will offer an agenda and range of policy opportunities that will facilitate the crafting of a new generation of housing policies that will help to shape the way in which governments, NGOs, communities and households respond to the challenges of recasting their dwelling environments in order to meet contemporary social and household needs and realities. The goal is for the LAHN research network to take up these ideas for presentation at a major international policy conference to be held in Guadalajara later this year.
