This paper relates to Sprawl and Flexible planning looking for to identify the structural limitations in the case of Cordoba City Argentina.The nineties represent a turning point in terms of planning due to macro-economic pressures and changes promoted at local level to respond to these pressures.In terms of planning city-growth: more flexible land use regulations were promoted and there was a small state intervention in urban development due to the privatization of services and public companies that were in the hands of the State in previous periods.The annexation of land and the changes in land-uses were the result of the shift from a rigid regulatory approach to a more flexible negotiation that facilitates the development of large-scale urban projects.Since 1985 when the norms fixed the conditions to extend urban land, the city has experienced several land-annexations.To explain why in the case of Cordoba planning has not succeed to avoid sprawl we have to refer to structural factors that condition the possibilities to implement effective spatial strategies. First I present some data on the process of sprawl in the last decade based on empirical analysis and at last I introduce the structural factors and limitations on planning to explain why the city grows following a more disperse land-use pattern, increasing segregation and spatial fragmentation.
