This article is a brief description about the research plan I developed in Germany dealing with Freshwater Conservation and Management in South America. The general objective of the frame-research is to carry out a diagnosis and prognosis on the legal figures and procedural tools in force in the American and European Water Law. One of the practical results expected from the main project is to propose a conceptual legal model and also a regional frame-treaty that will address the weak points and gaps in current legislation and proceedings to make them more effective for freshwater conservation and management. The project is mainly focused on the MERCOSUR – a South American integration process - not only because my country is one of the four Member States, but also because all they are co-riparian of the same waterway, legally named HIDROVIA. Mutatis mutandis these general outcomes would be also implemented in the aeronautical arena.
