Characters of the male imago of Hagenulopsis minuta Spieth are described from material collected in Northern South America and the nymph is described based on reared specimens. Distributional limits are given for the species. The subgenus Borinquena (Australphlebia) Peters known from Dominica and St. Lucia is synonymized with Hagenulopsis and the type species becomes Hagenulopsis traverae comb. n.
