El trabajo señala que las estructuras estatales para alcanzar el desarrollo no solo requieren recursos y calidad burocrática, fundamentalmente necesitan asumir coherencia estratégica para direccionar el conjunto de organismos e iniciativas estatales hacia objetivos de desarrollo. Esto asume una importancia central en los países periféricos como Argentina donde la transformación de la estructura productiva requiere un esquema de intervención sistemático orientado al desarrollo industrial. Desde este lente, y mediante revisión documental y de entrevistas con funcionarios nacionales, se analiza la jerarquización marginal del Ministerio de Industria de la Nación (2009-2015), un proceso que expresa las características periféricas de la construcción estatal en América Latina.The work points out that the state structures necessary to achieve development goals not only require resources and bureaucratic quality, but also fundamentally require assuming strategic coherence to direct the set of agencies and initiatives directed towards development goals. This is of central importance in peripheral countries such as Argentina, where the transformation of the productive structure requires a systematic intervention scheme aimed at industrial development. From this lens, and through documentary review and interviews with national officials, analyzes the marginal hierarchization of the Ministry of Industry of the Nation (2009-2015), a process that expresses the peripheral characteristics of state construction in Latin America.
