Resumen:
The first stages of the implementation of a novel proposal for the governmental environmental control are reported. We describe how to take advantage of computer and communication technologies. Under the scheme of an integrated information system, the capability of sensing, collecting and processing data on potential pollutants derived from industrial emissions plays a major role. The prospective of an increasing need for establishing a firm environmental control, led us to conceive an original scenario, where the government is able to obtain accurate information on the operating conditions of industrial units. In order to make an efficient use of the availability of industrial data, the project contemplates a wide usage of the emergent technologies, such as Internet, Database, and open architectural applications. The usage of Graphic Information systems (GIS) and its association with dispersion models based on real or predicted data is also considered a fundamental tool. In this way, we envisage a high level will be reached for the real-time industrial monitoring, Actions already carried out and the projected ones are mentioned, including agreements between Companies and Government. The solution consists in a solid computer base that will enable the system to enlarge data in their quantity and frequency, and to respond to future new requirements. In summary, this project represents a true environmental observatory oriented to an industrial-urban area. It is about the efficient application of the New Technologies by the government in order to support environmental-care activities, thus protecting the community interests.
