What was the reconstruction process of the relationships between the social organizations and the State in Bolivia and Argentina since the nineties? This question allowed us to realize the study of the impact that the public policies undertaken in both countries -characterized by aprocess of administrative and political decentralization- had upon the new relationships interweaving among the social and the State agents. In this research we find that both countries constitute societies where the social organizations have had, and have, a very strong influence on the design and control of public policy. Hence, the relationships between the State and the social organizations are not based on dichotomies but marked by different forms of inter-penetration: from the State to the organizations and vice versa. These forms of interpenetrations, give way, constantly, to processes of social and state reconstructions, in which the gender issue is beginning to represent an important aspect.
