Local unions in a transnational movement: The role of Mexican unions in the making of international networks

In recent decades, workers and their organizations haveforged networked practices, performing contemporaryforms of labor internationalism. This is the case of InternationalWorkers Networks and of the Global Frame workAgreements. At the same time, international solidaritypractices play a relevant role in the configuration of thebalance of power in local contexts. The global-localdynamic emerges as a key topic in the understanding ofthe making and unmaking of the working-class. I assessthis dynamic through the analysis of the relationshipbetween local unions and the international workers networkof Techint Group created in 2014. In this article, Iexplore the Sindicato de Mineros, Metalúrgicos y Similaresde la República Mexicana engagement to the networkconsidering four mediations: productive branch andlabor force features, political traditions, institutionalframeworks, and local relationships. The Mexican unions´involvement allows the discussion of global-localdynamic in a twofold perspective: the outcomes of globalpolicies mediated by local contexts; and the consequencesof local political dynamics over the labor movementpower at the global level.
