The problem of the education and training of technical-political cadres for the management of the State is a concern that crosses political theory and practice: What competences do political cadres require for the management of the State? Where do these education and training instances have to be developed? How to achieve their concretion and institutionalization? This paper aims to contribute to the analysis of state policies oriented to the education and training of political technical cadres. Argentina has not been able to stabilize a model of education and training of political cadres, as prescribed by the Constitution in its article 38, because successive administrations have confused the roles and needs of the State with those of the Government both in the formulation and implementation of policies. First, the theoretical conceptions and methodological strategy guiding the research are specified. Then, the policies formulated by the Argentine State at different times and under different theoretical and methodological paradigms are analyzed. The interpretation and understanding of this process constitutes an indispensable contribution in the search for possible solutions to a pending problem for Argentines -but which can also illuminate other cases in the continent-: the education and training of the political class.
