This article centers on solidarity with, and responsibility towards the other. It takes the micro interaction as a point of departure and moves then to the macro level on intergroup relations. It is at the macro level that citizenship, in its dual sense of assertion of rights and civic commitment to the community, incorporates the concern with both the recognition of rights of others and the legitimacy and legality embodied in the state.
