In this note, we describe the design and development of the Liner Manufacture Project at the “Universidad Tecnológica Nacional Facultad Regional Mendoza” (UTN). This project was conceived in the frame of a collaboration agreement between the Pierre Auger Project and the UTN. The Project includes the construction of the building with the appropriate installations and equipment, the manufacture and testing of liners, their transportation and delivery to the Auger Observatory in Malargüe, as well as liners testing and storage at the Observatory. All these processes have to comply with the technical and quality assurance requirements established by the Auger Project.
