Digital Business Ecosystems can be seen as an Internet-based software environment in which members interacts directly with one another to negotiate. They can be implemented either onto of a P2P network or using a conventional client-server platform [Nachira 2007]. As a European  initiative, the DBE will put European Small to Medium Entreprises (SMEs) and European ICT companies at the forefront of this next generation of evolving software, and so help European  EMEs to compete at world-class level no matter how small, remote, or obscure their business [Berkman 2005]. To keep up with the competition in digital markets SMEs have the need of developing alliances and collaborating together in order to provide joint services and also to address large tenders [Cardoso 2005]. The negotiations are often established between partners that are unrelated and unknown to each other. SMEs have to manage the risk involved with thenegotiation without prior experience and knowledge about each other’s reputation. One way to address this uncertainty problem is to develop strategies for establishing trust and develop  systems that can assist SMES in select the best partner to negotiate. The best partner can be that one he perform successful negotiation. In this paper we introduce Partner Selection Model with three important parameters, such as trust, similarity and suitability and a general selection metric combining these parameters to recommend the best partners. We also present the usage of the Partner Selection Model in a series of simulation using data from MoviLens.
