This is the presentation of a research that we started in 2003 whose first phase was presented in Stockholm last year. Communication policies show a high level of difficulty to sanction democratic laws and the legislation from periods of dictatorship are still present. Specific regulations tend to favour the large media moguls. In the first stage of the research, with data from 2000 it was shown that there was a low access to media goods and services, specially in those which imply some kind of payment for access. The exception are telephone services, but with a conditioned access to pre-paid services (through cards, etc).
