This document describes the development of a system that supports the Electronic Delivery Licensing Services (e-Licensing). The document first presents a general background to Licensing Services in the context of Government to Business (G2B) services in Macao. Next, it specifies in details the requirements for an e-Licensing System. Use Case, Conceptual, Design, Implementation and Deployment models are presented and discussed successively. Glossary of terms and some implementation artefacts are included in the Appendix.
