The current report is one of the deliverables produced by the Government Information Sharing (GIS) Project carried out by the Centre for Electronic Governance,UNU-IIST, as part of the e-Macao Program. The project aims at specifying the information sharing needs of Macao Government agencies, and prescribing information sharing strategies, organization and technical infrastructure based on the outcome of research on state-of-the art in the area of information sharing. Its main goal is to provide a thorough study about the state of the art and practice in government information sharing. First, it presents results of theoretical research work, like models for information sharing as well as various identified problem perspectives. Second, it reviews IS initiatives undertaken by the governments of Australia, United Kingdom, United States of America, New Zealand and Estonia. Based on the study of the state-of-art and state-of-practice, the Government Information Sharing Framework is proposed for understanding the domain and as a supporting tool for IS policy and strategy development.
