The technical report presents the outcomes of the global survey carried out to understand the various initiatives carried out by e-Government leaders for establishing and sustaining the e-Leadership function. Its main goal is to provide a thorough study about the state of practice and to present a proposed framework for introducing the function in the public sector. First, it introduces a definition for the function, and required competences and challenges for performing the e-Leadership function. Second, it reviews initiatives under taken by the governments of United States of America, United Kingdom, Canada, Thailand, Singapore and Hong Kong SAR, for establishing the function. Third, it presents educational programs created in such countries for building human capacity. Professionals taking such programs are expected to develop competences required to perform the function. Based on the study of the state-of-practice, a GCIO System is proposed. The system provides activities that enable government to introduce and sustain the e-Leadership function.
