This document introduces a program alignment framework for establishing the foundations of Electronic Governance for Sustainable Development (EGOV4SD). This report is one of the deliverables of the "Electronic Governance for Sustainable Development - Foundations" project executed by UNU-IIST Center for Electronic Governance in the UNU e-Macao Program portfolio for 2011.The findings were synthesized through results from literature review and quantitative and qualitative analysis conducted based on results from the state-of-research and state-of-practice of EGOV4SD.
