This report complements previous work carried out by the Center for Electronic Governance at UNU-IIST on Smart City frameworks, particularly the "e-Macao Report 229 - Measuring Smart City - Model" and the "e-Macao Report 221 - Smart City Transport - Governance Framework". This report suggests a way of applying the model proposed in e-Macao Report 229 by Macao SAR Government (MSARG), and provides a toolkit through which practitioners can measure the progress done by Macao SAR Government towards Smart City development in Macao SAR.
