Restructuring IT and EGOV Functions in the Public Administration and Civil Service Bureau of Macao SAR Government

The aim of this report is to provide some short-term and long-term recommendations for the reorganization of the Information Technology (IT) and Electronic Government (EGOV) functions in the Public Administration and Civil Service Bureau (SAFP) of Macao SAR Government (MSARG) to support the current restructuring efforts.The recommendations have been developed through an analytical process including the following steps: 1) Review IT-related responsibilities and organizational structures within SAFP. 2) Analyze how the assigned responsibilities are fulfilled by organizational structures. 3) Review the organization of the IT function in different MSARG agencies and agency perceptions on the whole-of-government (particularly EGOV) IT development. 4) Review and analyze the IT organization experience of eight governments in similar circumstances to Macao SAR: i) City of Rochester, USA; ii) District of Columbia, USA; iii) New York City, USA; iv) City of Hamilton, Canada; v) City of Ottawa, Canada; vi) Kuala Lumpur, Malaysia; vii) Hong Kong SAR, China; and viii) Estonia. 5) Develop a number of alternatives for reorganizing the IT function in SAFP, with advantages and drawbacks identified for each reorganization scenario. 6) Based on the scenarios and analysis carried out, offer a number of short-term and long-term recommendations for reorganizing the IT function in SAFP to effectively respond to the increasing role IT plays in the working of Macao SAR Government.
