Resumen:
The presentation analyse a development cooperation project financed by the World Bank, called Native Forest and Community, that took place in northern Argentina, in areas where indigenous peoples and peasants live, and also where there is concentration of native forest. We foccus our analysis in diverse levels of interaction between actors: World Bank, national state agents, provincial agents, NGOs and local communities. The project is financing the elaboration of PICS or Integrated Community Plans. Foresee activities such as forest management planning, agricultural and livestock management, land tenure strengthening activities, etc.The authors of the PICS are the end-beneficiaries the project. They are indigenous peoples and peasants who live in forest areas, far from the cities. We explore different aspects related to the implementation process to think about participation related to prior consent and informed consultation process in this type of projects.
