Thispaper is divided into three parts. In the first, I argue that democracy isjustified, in part, on its epistemic instrumental value. I also contend thatthe need to accommodate the epistemic value with the principle of equal politicalparticipation is only compatible with a standard of epistemic modesty which appliesat the collective level, and not at the level of individual participation. Inthe second part, I explore the epistemic objections to direct democracy (aspracticed in countries such as Switzerland and Uruguay), and argue that only anew model of participatory democracy would be consistent with the epistemicmodesty standard required by my account of legitimacy. In the third part, Ipropose a set of institutions that have the aim of fostering, in a structuralway, autonomous, informed and public-oriented citizen participation. Thoseinstitutions, I will contend, delineate a new model of epistemic participatorydemocracy. Finally, conclusions are presented.
