Resumen:
The article describes the two new regulations enacted in Europe in 2011: the Protocol for the Protection of the Mediterranean Sea against Pollution resulting from Exploration and Exploitation of the Continental Shelf and the Seabed and its Subsoil to the Barcelona Convention and the European Commission Proposal. It also analyses specifically salvage regulation as regards offshore activity and studies whether a compensation convention regarding environmental damage arising from offshore activity should be enacted. Finally, reference is made to the situation in Latin American or African countries.
