Nowadays, decentralized housing policies in Latin America and in our country pose new challenges to local governments. Who need new management process to face their own social and housing problems. This paper is related to the AVE/CEVE technical offers to help to these governments in order to develop integral and associative housing projects to improve traditional processes.
