Resumen:
This work aims to contribute to the debate on Economic, Social and Cultural Rights in Argentina from the analysis of the capital accumulation process. First, we define the work within the debates on public policies and human rights, and then we briefly go over some current debates and approaches for interpretation and analysis of human rights and State responsibilities. At the core of the work, we present our own contribution, based on our previous research and other authors? works. Firstly, we highlight some transformations on the capital accumulation process in Argentina, especially evidenced by the growing precariousness of the labor market. Then we analyze the two most important social policies in the last years, the ?Asignación Universal por Hijo? (Universal Child Allowance) and the ?Moratorias Previsionales? (Social Security Programs), and we try to show how these policies were inserted in the process of social reproduction. Finally, we develop our exploratory hypothesis about the expansion of the State and some welfare policies in the last decades. The main objective of the work is to show how important the structural changes that have taken place in Argentina have been to understand the adoption of various public policies in recent decades and how these policies reconfigured Human Rights.
