Resumen:
The energy problem has acquired a central importance in Argentina during the last two decades. After the deep socio-economic crisis that culminated in 2001, the economic recovery process initiated in 2003 generated new challenges that was interpreted as potential bottlenecks for growth. The signs of an imminent energy crisis were expressed as of 2004 at three levels: 1) energy generation and distribution infrastructure was not able to respond to growing demand, 2) the energy matrix was (and is) highly dependent on Fossil fuels, and 3) higher energy costs could affect the industrial recovery and the purchasing power of the popular sectors. The national state took an active role investing resources and developing programs to address these constraints. Thus, from 2006, a package of laws and public policies were promoted to favor the development of renewable energies, seeking to modify the fossil-dependent situation of the energy matrix. However, ten years after the implementation of these policies, the development of renewable energy in Argentina is still very scarce in relation to its potential. The aim of this paper is analyze the public policies to promote the development and adoption of renewable energies implemented in Argentina in the last 10 years. For this purpose, a theoretical-methodological approach is proposed that overcomes traditional views strictly technical or economical. To do this, we propose to reconstruct the trajectory of the different public policies developed in Argentina to generate some reflections on the process of co-construction of technologies, knowledge, training of specialized human resources, public policies and dynamics productive development development and implementation of renewable energies.
