Resumen:
Renewable energies strategies have been remarked as key to address the Energy Transition. Several advances in control and optimization strategies and techniques have been made to include these options in the energy systems. Nevertheless, the experience shows that market mechanisms are not always sufficient to ensure the coordinated evolution of the energy systems, with implications for socio-economic development. In addition, energy systems are developed within economic and environmental systems and the relevance of energy for economic and human development is widely recognized. Therefore, any energy policies must be analyzed in the framework of a global energy policy and seen as context (time and geographically) dependent. Attempting to response some questions and to contribute to the literature in this direction, the objective of this chapter is to complement the approach to renewable energy systems of this book, from the standpoint of the policy maker. To this purpose, the chapter addresses the main aspects that should be considered when designing and implementing the different energy mitigation strategies (e.g. renewable energy) and stress the need of a national energy policy framing the initiatives. The chapter remarks the role of global energy policy framing all the renewable energy systems models and projections, as well as other energy strategies. All the analysis is performed from a wide holistic perspective of the energy sector, emphasizing its interconnections with socioeconomic and environmental systems and the interconnection within and between the energy chains. Some key elements of the energy policy are particularly evaluated throughout the chapter, e.g. border and enabling conditions that help to efficiently develop energy efficiency and renewable energy policies.
