In this work we present a performance comparisonfor the downlink of two-user NOMA and OMA systems, forapplications with heterogeneous latency requirements and consideringthe finite blocklength scenario. The system performanceis evaluated using the effective capacity (EC), that takes intoaccount the effect of the delay and outage in the achievable rate.We evaluate the EC by numerical integration using the orderedstatistics distributions for the case of Rayleigh fading and verifythese results through Monte Carlo simulations. The performanceof both access techniques is evaluated considering homogeneousand heterogeneous latency requirements and considering inparticular the cases of the strong and weak users. We show thatNOMA outperforms OMA when users have different latencydemands. In particular, for large signal-to-noise ratios (SNRs)the difference between both access technologies is even morepronounced.
