Relationship among transgender people and public policy management: from survival to the conquest of citizenship. Argentina, 1983-2012. Since the recovery of democracy in Argentina in 1983, the relationship between government and transgender people has changed but not completely. During the last military dictatorship repressive policies were implemented affecting transgender people but still continued when the democracy era restarted. Local NGOs began to fight for rights of transgender people and organizations obtained historic achievements. Ultimately same sex marriage was allowed in Argentina in 2010 and it was an important precedent for approving the gender identity law two years later. This new law permits transgender people to modify their legal identity and ensure they have access to free medical treatments. The Gender Identity Law for first time recognizes transgender people as subjects of law and fosters a radical change in the relationship among transgender people and public policy management. The aim of this paper is to identify the main achievements of NGOs for the transgender people during 1983 up until when The Gender Identity Law was approved in 2012. The idea is to emphasize about how the relationship between policy management and transgender group changed in the last thirty years and which strategies LGBT NGOs chose to obtain historical triumphs.
