Each muon counter has an area of 30 m2 and is made of scintillator strips with a glued wave length shifter optical fiber which guides the light to 64 pixel photomultiplier tubes. The detector pairs are arranged at 433 and 750 m array spacings in order to perform a detailed study of the 1017 – 1019 eV spectrum region. Design parameters and performance requisites will be outlined. Construction of the first muon detectors, associated software and hardware, and the results of laboratory tests will be described.  Some preliminary results on the performance of the 750 m array of surface detectors will be presented.
