Cosmopolitanism and Human Rights: What is Wrong with the Institutional Understanding

In this presentation I consider the claim by Thomas Pogge that the citizens living within an institutional order that violates the human rights of some of its members are human rights violators. For this I present and asses the institutional understanding of human rights proposed by Pogge and make and attempt to show that even if ordinary citizens may have responsibility for the human rights record of their political comunity, this is not on a par with a human rights violation.
