Resumen:
The paper focuses on the processes that shape the impacts of drought on rural communities and rural livelihoods. The paper addresses this topic through the discussion of the integrated findings of different studies of the vulnerabilities rural communities to climate change in Western Canada and Central Western Argentina. Based on a vulnerability assessment model, the paper examines the social and economic conditions that make people vulnerable to extreme climate events. The paper identify the impacts of recent regional droughts on the various types of producers and residents of the communities; it examines their present and past forms of exposure and degrees of sensitivity to drought based on access and control of resources; and it discusses the strategies and processes of adaptation of rural people to water scarcities. The paper pay especial attention to the role that government policies, programs and management processes play in fostering the adaptive capacity of rural people, identifying the strengths and weakness of existing government approaches to drought. Finally, the paper provides some insights to the potential future vulnerabilities of the rural communities in the context of climate change scenarios for their regions.
