Resumen:
The European Union (EU) and Latin America (LA) share strong concerns in areas such as human rights, democracy, and multilateralism, as well as cultural values and economic interests which allow the two regions to understand each other and to multiply their capacities. Heirs of a past that has intimately linked regions, EU and LA countries are also inheritors of a future that will create stronger bonds between both regions. The more we move towards knowledgebased societal models, the more important is cooperation in Science and Technology; in this respect, ICT research occupies an increasingly conside- rable place. Strengthening strategic cooperation in Information and Communication Technologies (ICT) research, building an international and multistakeholder community of social actors (researchers, enterprises, political decision makers, users), as well as identifying common needs, research themes, and cooperation opportunities for both regions, will contribute to overcoming many of the common challenges faced by Europe and Latin America. The present publication is produced by the WINDS-LA project in collaboration with SOLAR-ICT. Both WINDS-LA and SOLAR-ICT are Support Actions funded by the European Union’s Sixth Framework Programme for Research and Development, with the aim to foster coo- peration between Europe and Latin America in the field of ICT research. It provides a general overview of the ICT research panorama in nine Latin American countries: Argentina, Brazil and Mexico (covered by WINDS-LA), Costa Rica, Ecuador, Guatemala, Paraguay, Peru, Uruguay (covered by SOLAR-ICT).
