Since 1957 the authorities of the Universidad de Concepción in Chile have proposed to carry out a comprehensive modernization of this institution. For this, they requested technical assistance from UNESCO. Thus, two international experts, Rudolph P. Atcon and Joshep Lauwerys, designed a modernization plan that is in two stages. The implementation of this plan is limited by the resistance of the faculty and students. Later the process of modernization of the University of Concepción was brought together in the process of University Reform that began in 1968.
