It is widely accepted within the innovation and developmentliteratures that some industries offer higher potential for growthand development than others. The general idea is that industrieswith high technological dynamism offer higher potential forgrowth and development. There is still a large element ofuncertainty, however, as to which are the most dynamic industriesfor each country. This paper proposes to use the concept oftechnological opportunity (TO) to investigate the technologicaldynamism of manufacturing industries of two Latin AmericanCountries (LACs): Argentina and Brazil. Our results do not supportthe well-spread idea that traditional industries, in particular thosestrongly associated with natural resources (NRs), have and createless TOs, and therefore are less dynamic than others. Theyquestion, therefore, the adequacy of generic policies aimed atencouraging ?high-tech? sectors, and suggest that context-specificresearch needs to be conducted to identify which are thetechnologically dynamic industries within each country.
