The question motivating this paper is: Who are the chronic poor? As an answer to it, we present a new identification criterion using the general means. For the aggregation we use the CHU family of measures. The combination of the two families gives a new family of chronic poverty measures that is sensitive to the distribution of income over time and across households and decomposable. We provide its axiomatic characterization and an empirical application for the case of urban Argentina between October 2001 and May 2003.
