Notas para un análisis del rol de los técnicos en la reforma hídrica brasilera

Over the past twenty years, Brazil has been the stage for an ambitious water management reform aimed at installing across the country a new decentralized, participatory, and integrated management model. What forces are prompting this reform? The reform?s launching was not due to direct social demands nor was it set in the agenda by party leaders ?and it was not triggered by any particular crisis in the water resources conditions either. Focusing on the state level, I argue that técnicos have been central actors in the initiation and implementation of the Brazilian water management reform. This paper aims at explaining why and how técnicos are central actors in the reform process.
