Resumen:
The management of Urban Solid Waste has been of great preoccupy worldwide, especially in the countries in Latin America and the Caribbean, as populations continue to increase and modify their consumption patterns, causing a great deal in the amount of waste generated. Countries like Brazil and Argentina, small municipalities have shown a weakened structure compared to the models adopted for the management of MSW, associated with the absence of institutional development, the technical and operational and the financial unsustainability of the systems implemented. Thus, regionalization, with the target to guide the formation of public consortia, is considered as one of the main instruments of national regulatory frameworks aiming at gains of scale and guarantee of universalization and economic-financial sustainability of the services provided, through the arrangement of municipalities. This study aimed to propose indicators to assess management regionalized MSW, using the Delphi method with specialists in Brazil and Argentina. The The methodology was structured in 3 stages: (I) Pre-selection of indicators from the literature; (II) 1st Stage Delphi and (III) 2nd Stage of Delphi, using descriptive statistics for data analysis. Starting From the results, a total of 15 accomplishment indicators were selected, divided into 5 dimensions, Environmental (5), Economic (3), Social (2), Political Institutional (2) and Technological (3). It is expected that proposed indicators can be applied to different geographical contexts, contributing to the monitoring and improvement of regionalized waste management in operating public consortia and their constituent municipalities.
