A Model Based on TOPSIS for Decision of Investment in Strategic Planning of ICT

Strategic Planning (SP) in Information and Communications Technology (ICT) is essential for the success of investments in technology because it allows the mapping of the current scenario and predicts options for future action paths. Actions depends on the decisions about which investments to hold and the priority among them. In this context, we propose an analysis about the Decision Making problem involving strategic planning in ICT, considering elements such as the TOPSIS technique and multi criteria analysis method for ordination of options with evaluation of dependency on the priority of the ICT project actions. By means of a case-study, we identified the usage of TOPSIS in artifacts of the PETIC methodology. As a result, it was possible to prioritize thirty-four actions to be developed in five years of investments.
