Homeland Security Presidential Directive Nine (HSPD-9) of January 30, 2004, Section 18(a) calls for the development of a “National Veterinary Stockpile (NVS) that shall contain sufficient amounts of animal vaccine, antiviral, or therapeutic products to appropriately respond to the most damaging animal diseases affecting human health and the economy and that will be capable of deployment within 24 hours of an outbreak.  The NVS shall leverage where appropriate the mechanisms and infrastructure that have been developed for the management, storage, and distribution of the Strategic National Stockpile.”  The NVS Foot-and-Mouth Disease Countermeasures Working Group (FMDCWG) met in Buenos Ares, Argentina, April 11-12, 2007, to assess countermeasures to effectively control and mitigate the impact of an outbreak of Foot-and-Mouth Disease (FMD) in the United States.  This report defines the threat, provides an in-depth analysis of available countermeasures to contain and mitigate the threat, and provides specific recommendations for the NVS. The FMDCWG determined that the following countermeasures were important but several weaknesses were identified.
