Resumen:
For the last 400 years, the relations between Latin America and Africa have gone through periods of rapprochement and mute stages, but always with a very low profile.  This situation began to change in the twentieth century as African states gained Independence. But despite some ups -in the 70?s with the cooperation between ECA and ECLA,  in the 80?s with the creation of the South Atlantic Zone of Peace and Cooperation and in the 90?s with MERCOSUR-SACU negotiations-, it was only recently that a new South-South Cooperation has gained momentum. Within this changing global order, there has been  a number of initiatives between the countries of Latin America and Africa to create adequate international political fora to find better alternatives to solve South-South problems. For example, the South America-Arab Countries Forum, the Africa-South America Forum (ASA) the relaunching of the Zone for Peace and Cooperation in the South Atlantic (ZPCSA) and the cooperative relations between the Unión Suramericana de Naciones (UNASUR) and the African Union (AU), dealing with political and economic issues.   Likewise, in the area of multilateral trade within the WTO, some Latin American and African countries are looking to build common positions and joint negotiations among G20 and NAMA-11 countries. The number of governments involved, as well as the practice of a high level diplomacy, the institutional flexibility and the repositioning of the role of the State are novel features for these trans regional relations. Furthermore, the active participation of emergent powers like Brazil and South Africa has given a new impulse to these interactions rising the discussion whether they would have a revisionist attitude, they would be willing to lead or bandwagon, and up to what extent there is a way to decolonize the South.
