Resumen:
The political process which I describe is a turning point and its consecuences, marked by a progressive shift from one public policy to another concerning,  in discursive and superficial level, very different goals,   but in more practical and deep level quite equivalent ones.  The oldest one was called “Plan for Land and housing” or “Policy of legal and urban regularization” and the newest “Descentralization plan”.   That equivalence or analogy could been state because the political leader which established and rule them was the same person, but in fact much more people were involved and deeply engaged.  So it was supported in the fact that a quite similar logic of practice was developed in both policies.   In this way,  the process could be summerizes as a number of events or situations which envolves a group of politicians which intentionally refused to leave the politics of cause,  but however changed the political cause,  while challenged the current divition of political work, that is to say,  the current political carrier.
