Resumen:
The expansion of non-contributory pensions and cash transfers is an outstanding feature of recent social policy in Latin America. Over the past two decades most countries developed social assistance programs for individuals and families that are not covered by social security systems. To what extent has this trajectory reconfigured the structure of welfare regimes in Latin America? How do pre-existing welfare structures interact and influence the ongoing incorporation of ?outsiders?? This paper addresses these questions by looking at the expansion of non-contributory pensions for older adults and disabled people, and conditional cash transfers (CCT) for low income families with children in four Latin American countries: Argentina, Bolivia, Brazil and Chile.
