Resumen:
In the past decade, the benefits of some social policies have extended to the unprotected population. Have these developments challenged the previously segmented structure of social policy in Argentina? This paper addresses this matter by discussing a specific set of recent policy innovations oriented to early childhood, which include child benefits, healthcare for pregnant women and small children, and early education and childcare services. For all three of them I analyse the conflict between expanding access, on the one hand, and long standing inequalities, on the other.
