Concentración y desigualdades en el financiamiento de las obras sociales post desregulación: un análisis comparativo de los años 2004 y 2011

In Argentina, during the decade of the 1990s major changes were introduced in the regulatory framework of the so called Obras Sociales Nacionales (OSN). Using data from the AFIP, the present study evaluates for the years 2004 and 2011: i) the importance of OSNs within the healthcare system, ii) the degree of concentration of this subsystem of the social security in health, iii) the inequalities in the availability of funds between the OSN and its beneficiaries. The results show that OSNs increased its importance within the Argentinean health system. The number of institutions remained almost the same, as also did the level of concentration of contributors, beneficiaries and funds in the most important institutions of the subsystem. Finally, a reduction of the inequalities in funds per beneficiary received by different institutions was observed. This trend can be explained, among other factors, by the attenuation of wage differentials between branches of economic activity and the actions of the so-called Solidarity Redistribution Fund.
