In the city of Bahia Blanca was implemented in 2000, provincial health insurance for the uninsured population with unsatisfied basic needs. This research analyzes the conditions of access to health care insurance beneficiaries in the period 2004-2009. We estimated "the hours of care per capita" indicator that recorded high variability throughout the period.
